The two guys with the hats and their pants rolled up are reminiscent of the British who will lay out fully clothed, wearing coat and tie, on a warm afternoon in Hyde Park.

Those were the days of fedoras and suits. My dad wore both every day to work but never to the beach.
I have seen the same in many parks in London. Some are filled with chairs filled with people enjoying the day.
