I think that this is one of a series of pictures of Liz Taylor in Trafalgar Square with pigeons around November 1948. Growing up, there were a crap load of these filthy birds being encouraged by seed selling persons.
I’m glad to say that today they are all gone and you can enjoy the Lions, Nelson and the fourth plinth without being harassed from above or below.

I don’t remember the photographer but it was in Trafalgar Square in the 40’s.
